2025 Citizen of the Year Awards Announced

Council is pleased to announce the winners of the 2025 Australia Day Awards.

For Loxton,  Citizen of the Year was awarded to Ian Cass, Young Citizen of the Year was awarded to Bryce Westbrook, and Event of the Year was awarded to Loxton Christmas Wonderland.

For Waikerie, Citizen of the Year was awarded to Donna Matthews, and Event of the Year was award to the Waikerie & Districts Garden Club for the Waikerie Flower Show.

Mayor Trevor Norton was pleased to call the recipients of the awards on Thursday 19 December 2024 and share the news of their wins. He said:

"I am honoured to announce the winners of the 2025 Citizen of the Year Awards, recognising the outstanding individuals and events that have made a lasting impact on our community. These awards highlight the dedication, passion, and selflessness of those who work tirelessly to strengthen the connections that make our district so special. From community champions to devoted volunteers, the recipients of this year’s awards exemplify the spirit of generosity and service that keeps our community thriving.”

Loxton Citizen of the Year:

Ian Cass has been a dedicated and active volunteer in the Loxton community for over three decades. His involvement spans a variety of sectors, from agriculture and education to emergency services and local events. Known for his quiet yet impactful contributions, Ian has consistently worked behind the scenes to support and enhance community life in Loxton, earning a reputation as a selfless, respected leader who empowers others without seeking recognition.

Highlights of his key achievements and contributions:

  • Volunteer at the Loxton Agricultural & Historical Show Society
  • Participant in the TAFE On-Farm Training Scheme and Loxton TAFE Board Member and student representative
  • Loxton Student Representative on the Riverland TAFE Council
  • Sheep Convenor for the Loxton Show of 37 years and member of the Management Committee
  • Mallee Board member for the Local Action Planning and Vice Chairman for 8 years
  • Wunkar Country Fire Service firefighter of 15 years
  • Participant of numerous working bees at the Loxton Lutheran School, and organiser and coordinator of the Lutheran School Continental
  • Backstage organiser for Rosie Clarke ballet concerts and Riverland Musical Society productions
  • Involved in Little Town production for 15 years
  • Played a key role in planning and writing for the “Back to Wunkar 2001” Wunkar Harvest of Dreams
  • Volunteer for Lutheran School plays and end of year concerts of 11 years
  • Junior basketball coach of 10 years
  • Helped restart the Loxton Garden Club as president, growing membership and playing a key part of the annual high tea event during Riverland Rose and Garden festival, raising money for the Royal Flying Doctor Service
  • Rejoined the Loxton A&H Show Management, eventually becoming President in 2022, and contributed to organising major events like the 2023 Howard Hendricks 100th birthday celebration, including the fly-over by RAAF historical planes

Waikerie Citizen of the Year:

Donna Matthews has been a passionate advocate for Waikerie, dedicating countless hours to a variety of community projects that have enhanced the town’s cultural, tourism, and public spaces. Through her leadership, creativity, and tireless work ethic, Donna has successfully delivered a range of initiatives aimed at enriching the community and promoting Waikerie’s unique offerings. Her involvement spans across several major projects, from fundraising to project management, all completed on a voluntary basis.

Highlights of her contributions and achievement:

  • Raised $100K and secured a $150K grant to deliver the Waikerie Water & Nature Play Park
  • Raised $10K and secured a $10K grant to deliver the installation of vibrant street at in Waikerie
  • Coordinated the design, photography and installation of street banners across Waikerie’s main streets
  • Contributed to the development of pump tracks in both Loxton and Waikerie
  • Researched and proposed scenic frames for Loxton and Waikerie, which were adopted by Council
  • Led the implementation of holiday decorations in Waikerie through the Waikerie Christmas Decorations Committee, including reindeer cutouts, wreaths, and street trees
  • Created and organised Waikerie’s annual Christmas Tree Trail, now in its fourth year
  • Manages multiple social media pages promoting Waikerie tourism, local events, and community spirit
  • Communicates with local media outlets, including 5RM, Magic FM & the Murray Pioneer regarding tourism, Christmas, and events in Waikerie.

Donna’s contributions to the Waikerie community, particularly through her leadership in numerous public projects, have made a lasting impact on the town’s cultural and tourism landscape. Through her voluntary efforts, she has brought innovative ideas to life, created welcoming spaces, and encouraged community involvement. Donna continues to be a driving force behind Waikerie’s development and is an influential voice for the town, always striving to promote its beauty and unique charm.

Loxton Young Citizen of the Year:

Bryce Westbrook is a lifelong member of the Loxton community who has made significant contributions across a wide range of local initiatives. Known for his positive presence and dedication to inclusivity, Bryce serves as an advocate for people with disabilities, representing the values of acceptance, joy, and community connection. His active involvement in community events, support for various local groups, and role as a role model have earned him widespread recognition and respect in the region.

Highlights of his key achievements and contributions:

  • Ambassador for the Novita River Run for three years, promoting inclusivity and community spirit
  • Active participant in local events and initiatives such as Riverland Riding for the Disabled, the Loxton Show and Step by Step Together
  • Dedicated member of the Concordia Lutheran Church contributing to church life and activities
  • Role model for people with disabilities, advocating for acceptance and inclusivity through his participation in community events and interactions with others
Attends and supports various local events, fundraisers, and initiatives, sharing his joy of life and fostering a sense of belonging
  • Active member of the Orana Village, living and working alongside others with a disability and allowing them to also find inclusivity and joy in the community
  • Recipient of:
    • Novita Client Government Achievement Awards 2024
    • Gold, Silver & Bronze Duke of Edinburgh Award received at Government House
    • Head Prefect at Riverland Special School recognised at Government House
    • Woodbury Award (RSS)
    • Gold Medal at the South Australian Para Secondary Schools Boys Cross Country
    • Gold Medal at the South Australian Special Olympics in Basketball and awarded best in tournament
    • Prom King, House Captain, many ribbons and prizes from The Loxton Agricultural Show
  • Active member of the Loxton Scout group, volunteering his time and services as a scout
  • Honesty and integrity demonstrated by returning $3,000 found in Berri, earning recognition from Woolworths, Riverland Police, and the community
  • Active volunteer at the Riverland Foodbank, Paringa Museum, Olivewood Museum, and Purple Orange Disability Advocate Group chairperson
  • Recently spoke on ABC radio about workplace opportunities for people with disabilities; featured by NDIS Australia for his success and advocacy

Bryce’s unwavering commitment to fostering inclusivity, his active participation in Loxton's community life, and his role as a positive role model for people with disabilities make him a deserving nominee for Loxton Young Citizen of the Year 2025. Through his numerous contributions, both visible and behind the scenes, Bryce has become a cornerstone of the Loxton community, continuously sharing his joy, integrity, and advocacy for all.

Loxton Event of the Year:

Christmas Wonderland Loxton has become a beloved and integral part of the Loxton Waikerie district’s holiday season. This festive event creates an inclusive, vibrant atmosphere that brings together people of all ages, backgrounds, and abilities, fostering a strong sense of community pride and connection. Through its stunning light displays, live entertainment, Christmas markets, and family-friendly activities, the event has not only enhanced the local cultural scene but also provided a significant boost to the regional economy by supporting local businesses and charities.

The event is a shining example of active citizenship, with local volunteers, businesses, and community organisations working collaboratively each year to create a magical experience. It provides a platform for local talent, promotes community engagement, and fosters a spirit of togetherness. Volunteers play a crucial role in making the event a success, and portions of the proceeds are directed towards supporting local causes.

Christmas Wonderland Loxton has garnered widespread recognition for its positive impact on the community and surrounding areas, attracting visitors from beyond the district and receiving praise from local councils and media outlets. Its ongoing success highlights the power of community collaboration, making it a standout example of how local events can strengthen the social fabric and contribute to regional development.

Waikerie Event of the Year:

The Waikerie Flower Show has become a cherished annual event, eagerly anticipated by the community and visitors alike. Since its inception in 1980, the event has grown into a key highlight of the Riverland Rose and Garden Festival, showcasing the region’s diversity through floral displays, horticulture, photography, and artistic pursuits. The Flower Show brings together community members of all ages, from preschool children to adults, and enjoys support from a wide range of local organisations, including schools, church groups, businesses, and community clubs.

The event encourages active community participation, with local schools, including high school students, involved in exhibits and catering activities. It promotes a healthy, creative lifestyle by encouraging gardening and providing a platform for creativity. Volunteers play a vital role in the event’s success, including local groups like the Rotary Club and Probus Club, as well as the Cadell Training Centre, which assists with event set-up. The Flower Show Committee is a dedicated, all-volunteer team focused on creating an innovative and enduring event, constantly striving for improvement each year.

The Waikerie Flower Show is a true community-driven initiative, with strong collaboration between local groups and businesses, professional judges, and individual volunteers. Through its inclusivity and focus on community values such as respect, creativity, and resourcefulness, the Flower Show fosters a sense of belonging and pride, while providing opportunities for learning, sharing, and celebrating local talent.
